T1 raid tier scaled to 20 ppl.
T2 raid tier scaled to 25 ppl.
T2,5 raid scaled to 30 ppl
T3 tier scaled to 35 ppl
Looks reasonable and logical.

P.S. only ES isn't fit to that rules, and should scale to 25 ppl as it is T2 raid

I see that on weekday mornings online on Tel'abim is about 150 ppl. It is less simple to merge/move people from it to Turtle WoW server than to waste time to some phases on it.

Gloves enchant for +5 specific weapon skill is good solution.
If you are human/orc/goblin, you can enchant +9 Strength / +15 Agility.
Otherwise use +5 skill to improve own melee DPS.

The book for +5 skill will render useless racial skill.
