Lowering the level?

Is it possible to create (implement) a means to lower the level?
For example, using any object (potion, artifact) or using a quest system.
Sometimes I had a desire to reduce my level by at least 1.

There is no way to reduce level. Even penalty for slow and steady dont decrease it.
But you can stop your experience gain.

I think having a way to lower the item level would be unhealthy. Imagine those lvl 59 BG players with the best lvl 60 boes money can buy
