- You can make a twink all by yourself, there's no need to raid with 39 more people.
- No pressure - you're not chasing high-rank rewards anyway.
- You learn to use your core abilities to the max, since many others are unavailable at low levels.
- Twinks can be made in a couple of weeks - probably less than it will take to make it to level 60 and definitely less than it'd take to gear it.
- You can play warsong and get reputation till exalted. Alterac Valley is not available utill 51.
- Twinks does count in standing calculation. The more players are in standing, the easier to get top ranks for other players.
Twow has a lot of features to comfortably make twinks:
- You can stop xp gain for free. Just log in to character. Press right click on your portrait and Click on "Experience:Enabled" button. Or type ".xp off" in chat. It will allow you to stop at 19 (or any other suitable level) and get best experience from world pvp in Redridge or Stonetalon mountains.
- You can queue to battlegrounds anywhere in the world. Go gathering ores for your grenades or fish and stay in queue.
- Twow is old and stable server. There are many enchanters with rare recipes.
- AH prices on on Twow are LOW. People sell things with minimal margin.
- Twinking community is large enough. 10-19 procs really often. You will find enough like-minded people.
- Twow is PvE server. It means you can go fishing in Stranglethorn Vale without risk of being ganked. Don't take Warmode Glyph. You don't need xp.
- Twinking community is small enough. It is very common that there is 1 or 2 full geared in BiS twinks in each team. Sometimes there is a lot of BiS people, but it is quite rare now. You don't need BiS in every slot to be useful in battleground.
AH, crafting, PvE and even PvP can help you get geared. With suboptimal items and suboptimal enchants you still can be useful and competitive to others.
1k health is a good breakpoint for 19 twinks. If you have less, then you need more gear with stamina. All other attributes are secondary if you don't have minimum health.
Items per slot
I will list best in slot and suboptimal items here. Start with suboptimal items, stay online and participate in battlegrounds, dungeons and farm your gold. Eventually you'll get best in slots.
Keep in mind, that most power you get from enchants. Your bracer might give you 6 stamina, but there is +9 stamina enchant. Same for all other slots.
Thats why difference between bracers with 6 stamina and with 5 stamina. It is the difference between 15 stamina and 14, which is not that radical.
Do echant suboptimal items with cheap enchants. You'll need them for long time.
Check AH. Some items, which require level 18 or level 19 can give good stats. I won't list them here, but their stats could be quite good.
Be careful when you choose quest rewards. Some quests provide a choice between several good items. Make a plan before you do the quests.
Some quests will be completed while levelling, but the best rewards are from "red" quests (+5 levels and more). You're guaranteed to get the reward, so if you're paying someone to carry you through, you won't have to pay a second time. All of these can be easily completed by level 40 chars, so you can help them to get their 60% mounts :-)
Remember that warriors and paladins can wear mail, leather, and cloth. Druids, rogues, hunters, shamans can wear both cloth and leather. You probably won't be able to gear a warrior only in mail armor.

Best BoE green cloak at 10-19 has 3 stamina. Some cloaks also have stats.
