Increase spawntime for low level mobs on Tel'abim

Hello,

I would like to make a simple suggestion, that is, increase the spawn time of mobs for low levels (less than 60 I guess) since now it is very hard to quest in camps, since the NPCs spawn way quicker than normal and it simply does not give the player chance to regen fast enough and advance towards the leader of the camp who is most often the targer of the quest.

And the reason for that is the lack of population on Tel'abim.
