The item in question is this:
The problem I have with this trinket is that since it has a static proc rate - which seems to be about 50% - and it only procs off white attacks, it widens the DPS gap between the likes of Fury Warriors/Rogues and Enhancement Shamans/Hunters. Dual wielders basically have 100% uptime once they get to 5 stacks due to the amount of opportunities to apply/refresh the DoT while for example Hunters with slow ranged weapons struggle to get to 5 stacks since the stacks more often than not drop off due to lack of procs. This trinket's power and the way it works leads so a situation where the already top DPS builds such as Fury Warriors or Rogues are pushed even further ahead of other attack based classes/specs that try keeping up with them.

It makes no sense to make it ppm as you are applying a poison on your weapon/arrow in order to deliver it with each attack/shot.
Therefore it should remain as is, except it should not proc from one handed and two handed maces, staves and guns, for obvious reasons.
The hunter is given a poison that can be applied from range, with all it's ranged attacks. That is more than enough compensation as the rogue can't even apply it's class poisons on it's ranged/throw weapons.
Non-rogues having poisons from this is already quite a standardization. But it's acceptable, no reason non-rogue fighters shouldn't be able to apply poisons on their weapons from a logical point of view, however Rogues should be more efficient at doing so; their assassination talents that increase poison application chance and poison damage should affect this item, if they put points in it.
Most importantly, the trinket should have around 100 charges, spent each time it is procced.
