1000 in queue, (again) what change is coming up?

So once again, the queue is stuck at 1000 players. Yesterday, when I tried to login at 14:00, it said the same number. At 17:15, I finally got in. How is it possible that before the EU queue priority I had to wait for 7K people 3 hours, and now the exact same length but with way less people in queue. How does this make sense?
