Cast Bar filling up "choppy"

My cast bar is filling up in chunks rather than smoothly like it should. I've tried reinstalling my client completely and it is still happening on every character. Other people in-game have confirmed this happening to them as well. Is there any fix you guys know of? As a caster it makes gameplay extremely awkward.

I also seem to be getting cast bar push back well before the enemy reaches melee range and without taking damage, though that might be a visual bug related to the issue I posted about.
