I was thinking about this and can propose something (not sure if easy to be implemented).
The arena is the most competitive match, so if you really want to be best you need to push at maximum (consumables, gear change, so on). But in the end the rewards are not the best (which is completely fine, otherwise the vanilla PVP items will become obsolete).
What do you think about the following idea -> weekly quest for blood ring to score 100 wins. If you succeed in the 100 wins quest as a reward your rank points decay for the next week will be reduced from 20% to 15%.
Maybe the quest could be something else like -> score 100 winds in Blood ring and bring 10 marks of warsong, 10 marks of arathi and 10 marks of AV. (this will ensure that more ppl are going to play the other BGs as well).
My idea is that spending the time to win 100 matches at Blood ring to reduce the weekly RP decay is almost the same as spending this time AFK in AV and get more honor (to compensate the 5% decay difference). But this will open room for skilled players to prove their skills and be rewarded greatly.
Or as a reward instead of reducing the RP decay, maybe directly get 2000 Rank points - (your current rank) * 100;
Example: you're rank 10, you complete the quest and get 2000 - (10 * 100) = 1000 RP
The numbers I proposed can be adjusted to not make the game super easy.
I see only 1 problem to my idea and it is -> WIN TRADING. If we have a duo que, this will start to happen, because the rankers will want to complete the quest at any cost.
I like the idea of cross faction matches, but then the honor should be increased (cause most of the honor you gain is from kills + 200 bonus if win). So maybe something like 500 per win and 200 per loose.

I think that box with random green items on low level might be great reward. Something like Outrider War Package
If whole package is too much for single win, then there could be "blood mark of honor". 1 for losers, 3 for winners. They could be exchanged like 10 marks for 1 package.
