I have a guild in mind, the Shattered Sun Offensive Guild.
A RP Guild for High Elves, it's only an idea, I accept sugestions, I already have the guild card.

RP is often organized via discord on Turtle (both the cofficial Turtle discord and the TRP discord. Maybe you can find members there. There also is the (mostly) high elf guild <Thalassian Alliance>, if you want to network.

Contrary to Heirs, I would recommend Thalassian Alliance. Great guild base location, and extremely active.

I would personally recommend avoiding Heirs of Quel'thalas as much as possible, and seeking out Thalassian Alliance people
