We dont know the proc rate yet, i assume its gonna be good for arcane mages and elemental cats. Probably not that good for warlocks.

If we assume a similar procchance to blade of eternal darkness from maraudon which is the only other weapon with such an effect, its 10%
That is worth on average ~25-60 spellpower, depending on the skills you use to proc it.

But of course there is also the dmg yourself aspect of it. Currently i just don't see much reason to go for it as a caster outside of flavor
