Sticky Ooze-Tar, what the heck is it?

Been carrying Sticky Ooze-Tar around for a while and wondering if you should trash it? I carried it while levelling through the Wetlands for ages. Well I finally found what you use it for!

I made a quick YouTube short about it and I hope it helps some others that may be wondering what the heck it's for smiling_turtle_head

isnt there a quest in Hawk's Vigil to bring that ooze tar?

I've had a few people message me saying that they were just trashing the Ooze Tar because they had it before they had picked up the quest as well. So yeah looks like a small bug, nothing serious just slightly perplexing when you have it and it says that it's a quest item and you don't have a quest that corresponds to it.
