Hateforge Quarry BSing Plans

Yesterday my guildmaster tried to make 2 parts of the hateforge set for me by blacksmithing.

Why are the pieces Bind on Pickup only the smith could use them

no its not.

Its not that great that it would be weared as lvl 60.
So i doenst make sense that someone have to level up Blacksmithing just to use that set.
