Druid and Priest t1 and t2 both just got roughly half their +healing converted into +spellpower. This is AWESOME!
I sat down and compared these two classes T2 to mage T2 and the spellpower disrepancy is within 10-30% in the case of pants it's a detriment of 40% of the damaging stats, which is a bit sad to see as were the mage/lock class restrictions on their set removed, they'd still be the superior sets. I see this personally as I am unable to replace my bloodvine 3set nor my ZG gloves and belt nor UBRS hat with this new t2.
But, here's the thing, this detriment can be made up for, on the druid/priest/shaman sets, with spell hit. Moonkin Ele and especially smite are reeeaaally on the struggle bus for hit chance. You could slap 1%, 2% on these pieces of gear, maybe even 3% hit on the pants. This won't really impact how good this gear is for healing, it only boosts QoL for mind controls and Faerie Fireing targets, so yeah this hit can be added without that concern. Ideally t1 itself should provide 6-8% and t2 should provide 7-9% hit on its own. The rest would be made up for by either nelth tear or 2x 1hit rings, and maybe in the future ZG helm/pants enchants would be fixed so we can get 2% hit from those as well if needed. Until this hit is added, bloodvine (even without 300tailoring) and hit chance raid offpieces are still superior to t1 and t2, which is a big shame.
Wrath-Moonkin and Ele would also make use of the spellpen stat, but t2.5 already exists for this purpose. If I were the designer, t2.5 would keep this niche of sacrificing spellpower for spellpen, and I'd leave this stat off of t1 t2 and t3 which would be tuned for 0 spellpen required. But I'd also add nature support to CoE as a considerable buff to Ele and Wrath Moonkin, which is something y'all should consider as well.

I'm all in support of giving more +hit to casters that aren't considered primaries like locks and mages, but the amount might need a bit of tweaking. The numbers aren't our issue, ultimately, but the devs, so I'd leave it up to them to determine the exact amount needed. I will say 3% hit on one piece would be insane as nothing has that currently, usually a split of crit and hit or just plain less.
I'd be for this change as the level of off-meta gear is a little sparse and doesn't make up for the inadequacies of the other mana classes to build towards legitimate dps. Spriest is as close as it gets and they might be in a good place now, but smite priest, boomie, ele shams, and paladin dps in general could use another go-over with gear options. I'd prefer exclusive gear, things that only they can use or only really benefit them so as to keep other classes from exploding.

Generally a good idea considering they will most likely not change the required hit needed for raid bosses. We need more good gear for the less played specs to make them more viable. Id say priests and druidsets for example could use some hit on tier 2 sets + 1 hit on some pieces (not all pieces should have hit though imo). T2.5 sets should also get more hit on some pieces, 1-2 hit per piece would be my suggestion. Scarlet Citadel caster gear 2-3 % hit.

Also set bonis for tier 2.5 for priest could use a rework as tier 2.5 gives sp and not exlusive heal power but it has healing set bonis, makes no sense.
