Forum - user privileges in different sections

I've noticed that in some sections you (as standard user) are allowed to modify your own posts/delete them etc, but in others, you cannot do that - only "Reply with qoute" icon is available in that case.
For example: in "Suggestions" you CAN modify, in "Announcements" - you can NOT (and I'm aware that these are 'administration announcements' but since we already can comment them, it would be good to have a way to fix typos etc.).

Is it possible to enable privileges to edit/delete posts in all sections?
