I think the activation of this talent might not be working properly, as it only seems to trigger when delivering the final blow to an enemy—making it a rather unversatile talent, and especially useless for healing priests.
Maybe it should activate whenever you're involved in a fight with a mob—even if you're just healing a group?

Yeah unfortunately it's only really useful when solo or duel leveling. In a dungeon group you can try to snipe kills with mindblast and that new instant cast finisher.
However if it were always activated no matter who gets the kill in the group it would be both too strong with its current values and more bland as you don't need to do anything specific anymore.
I think a fair change would be to change the killing blow formula a bit so that you still get a partial effect depending on how much you contributed to the kill (the last 10-15% of life maybe).

There's no need to do so much math. You can simply reduce the probability values (100% in the talent's maximum range) so that, out of all the deaths that may occur in a pull, only one mob gives you the talent upon dying. From my experience as a shadow priest in dungeons the talent is actually very strong if you go fishing for last hits. Mana is holding spriest back the most it's quite competitive damage wise. But it depends on group composition too. With an affliction lock that dots everything it's easy to get last hits but against warriors spamming execute it's a tough ask. Bonus points if you have a full spirit set hotkeyed.

Or just time your mindblast. The talent gives you about as much mana as half a manapot. The talent is strong enough where it warrants some effort on the priests part.
Also dps could just leave a mob up for you so you can fight more without healer manabreaks, but after 20 years of wow people havent figured that one out ^^
