Some time ago TWOW made a change that shaman totems no longer share the global cooldown with other abilities.
This was done mainly to increase shaman viability in PvE.
However, Grounding Totem is practically a PvP exclusive ability, and in current form it's completely unbalanced.
As it completely negates main forms of CC from most caster classes (Polymorph, Fear, Roots...) it was meant as reactionary ability with situational use. Currently, there is no detriment to spamming it on cooldown, as it interrupts neither casting nor healing. It also doesn't disappear after absorbing a spell, so shaman waiting until last 0.1s when you're casting a spell and then slamming the totem wastes your spell completely while losing nothing themselves. Even when it "just" absorbs a damaging spell, like shadow bolt or fireball, that's effectively a ~2000 heal off a single instant off cd ability.
I don't know if anyone could seriously argue this spell in its current form is okay.

I could. 15 sec CD (12 if specced if I recall correctly) and dies if you fart at it. It's good but can be played around. Just instacast a quick bad spell and totem is away probably for the whole fight.
