Just how good are high elf racials for a paladin?

Most of the races that can be paladins actually have pretty terrible racials.
Dwarf Stone form can be good vs rogues and probably if you want to tank.
Perception sucks big time, but the bonus expertise can be good in PvE, I guess.

Then come the high elves, with their meditation. Probably not bad if you are a healer needing mana, yes? Is it very impactful?

I was thinking of trying human or high elf because dwarves are too short for my taste. Unfortunately, high elves look so feeble when wielding a weapon. It is as if they will break a limb trying to swing something heavy.

What about PvP? Can the high elf meditation make a difference?

Meditation is an ok racial, it helps you recover mana when you're in a pickle or in between fights when you have no time to drink. Paladins are already SSS+ tier in PvP on this server so you don't really need to worry about these things. Just pick what looks appealing.

After looking at it, 20% total mana for the channel time is not that big of a deal. It is not Escape Artist, Hardiness, or WotF. Might as well roll human, as generic as they are, and not be afraid the prospective paladin will break a hand when hitting the enemy with a two-hander.
