Diferent damage coeficients for diferent game modes

The idea is doing something similar to Guild Wars 2 where skill damage varies depending on the game mode. Could start only for paladin which is the biggest balancing problem.
Don't know about the implementation details but they disabled plainsrunning in bgs so it may be viable.
