Expert Engineering trainer missing

Hello,

It seems either the expert engineering trainer Springspindle Fizzlegear is either missing or moved somewhere and I have no clue where he is. I searched the forums and didn't really see anything and the guards just point back to the spot he is missing from. I asked in game and I was told he was outside the city and the guard "says" where he is. I'm told to "go east" from the gates of IF but I looked all over eastern Dun Morogh and nothing. Any clue where he is or is this bugged?

Never did engineering on alliance but I assume he's a gnome that's supposed to be in ironforge. I'd check the newly added gnomish reclamation facility.
