[Hunter] Spellpower emphasment

My suggestion is to improve spellpower hunter capabilities without hindering others specialisations. To do so I would suggest to reduce or remove cooldown on Volley as well as adding spell coefficients to traps, especially fire traps that are not of much use right now.

Or better, allow use traps in combat.

I agree it looks stupid, but its a classic concept.

Spell hunter has long since been my favorite theoretical build in WoW vanilla but I don't think we'll ever see such a playstyle receive viability accommodations from developers for one simple reason: the actualization of the "all loot is hunter loot" meme.

Actually, believe it or not, hunters were meant to have focus in vanilla, which is why their pets do, but it wasn't implemented because time constraints and whatnot.
