Ghostly Effect from Shawl of the Castellan

It might seem minor but I find the permanent semi-transparent ghostly effect that [Shawl of the Castellan] gives annoying. I'm not sure it it's actually a bug and said effect is supposed to happen only on item proc but on my screen the effect is permanent and in some dungeons/raids (esp darker ones like BRD/MC) it even makes the character difficult to see/navigate, not to mention all the fashion coins spent on dazzling good looks that seem wasted now since I can barely see my hero.

My suggestion is can this ghostly effect be only on proc and not permanent.
