The shaman's missing skill

Both elemental shaman and enhanced shaman need this ability Lightning Cloud to increase the damage deficit of AOE in PVE.
The fill of this offload skill can increase the tank's hatred, the weakness of the element shaman AOE.

Shamans don't need any more burst and if Magma totem is okay for what it is, since its a relatively efficient AOE spell that does it's damage autonomously. Shamans don't really need more AoE than CL and Fire Nova into Magma. The main issue is the lack of mana Shamans have relative to their spell costs.
The only missing skill shamans have is mana regen and really, what needs to happen is Mana Tide be made baseline, since its not worth 31 points in Resto, and water shield to give passive regen.
1200 mana every 5 minutes for a 31 point talent that also removes your mana spring totem and doesnt benefit remotely from the talents leading to it, is a joke and it's not wonder why every resto shaman goes for deep enhancement instead.

Chain lightning, magma/fire totem sounds like enough aoe to me. There's a reason Naxx trash farms want shammies. For starters, windfury, and secondly, CHAIN LIGHTNIIIING

Ele shaman AoE is mediocre at best. Chain Lightning is good in pvp because it's burst damage but in terms of AoE dps it's quite low. Magma totem and Fire Nova totem both have terrible SP coefficients compared to comparable AoE abilites.
