When should I change from Arms to Fury

I've been leveling as an arms warrior and planned on changing to fury for endgame. Should I change over at lv.40 or as soon as I hit 60?

Fury becomes comparable to arms levelling during the 40s and 50s if I remember correctly. I'm not too sure, so it's best to learn from someone who's smorter than me.

Without little Hit Gear, fury feels wrong (beside you only want to fight green mobs) stick to Arms.

Wear items like those until you reach 9%. Most of them are lv 58-60 items

Chance on hit with spells don't count, leave those to casters, they suffer from the same issue

You don't need the 9% immediately.
This is the end-value for lvl 63 (Raidbosses) and ensures that your skills don't miss. Whitehits will still miss, but that's unavoidable.

For lvl 60 dungeons ~5% are fine. No need to min-max here.

If you respecc to fury while leveling, don't fight mobs that have a higher level than you. You will miss a lot, what is a bit frustrating. But as a warrior you shouldn't do that anyway.

But the most important thing is fun. Play what you like more.
