Is it true that Clearcasting can proc of each Arcane Missile when talent Arcane Concentration 5/5 taken?

Does mindflay have a chance to proc blackout on every tick? I don't think so, but I could be wrong. I think it should.

As far as I know, in the original game Clearcasting could only trigger from the first Arcane Missile.
