It seems whenever Blizzard could not think of what a 3rd spec could be -- they would just default to "Make it good for PVP".
Like Arms couldn't be Tank or DPS because it would be redundant so they made it "The PVP Spec"
Definitive PVP Specs:
Arms Warrior
Disc Priest
Arcane Mage
Retribution Paladin
Survival Huntard
Ass/Sub Rogue
(Theres other specs that are arguably PVP -- such as Elemental and Shadow)
Sadly -- these specs often are maligned or seldom utilized.
Arms being pure trash due to the fundamentally inept nature of the Warrior class in regards to general PVP scenarios.

No one plays Disc Priest because no one wants to play 'Supporter' role. They just want to 'melt faces brah' in Shadowform.
Arcane Mage being a bemusing PoM Pyro meme and not seriously viable...
Especially considering that Frost is so broken and laughably overpowered. (No clue why they gave this spec 100% bonus damage PLUS insane survivability.)
Retribution Paladin was equal to Enhancement Shaman in PVP (which is to say they were both bottom tier).
Note: 'Bottom Tier' is NOT 'Trash Tier'. Ret Paladin was perfectly viable but people tend to play broken specs not "fair" specs.
Survival Huntard -- they are called "HunTARDS" for a reason. Melee ability boosting talents lol. They just do awful damage so are a meme. Also Wyvern Sting sucks.
As for Rogue --- everyone hates them for obvious reasons. Le Edgy Gankers.

Survival should just become the melee spec at this point with the addition of talents such as Lacerate. The twow devs have given it SOME love towards melee but it needs a bit more. Check out my forums post in the suggestions section for more details :).
