Most racials are situational. If the situation fits they are pretty awesome tho.
I remember in classic i beat every rogue with my human rogue. Every time.
So thats pretty good isnt it?
Its the most played race by far, so I definately would NEVER give those a big boost.
The weapon skill is also bis, for pve.
The repgain is pretty helpful, it saves quite a bit of time.
So what do you want more?

Human racial works only against 2 classes, and even there it may fail (perception does not work through vanish for an example).
Meanwhile other racials are more versatile - gnome can delete tons of effects, dwarves delete plague poisons stings blah blah. Not to mention horde racials.
So human racial stays far behind.

Every warrior and rogue is going to be human solely because of sword/mace spec. I think this being balanced with mediocrity is fine enough. Perception is bad even in rogue vs rogue matchups (which is the only place where it does anything). The detection range is incredibly short and can be avoided by merely not moving in a straight line. It also doesn't work vs Vanish.
If weapon racials are nuked then humans have to get an actual racial that helps. Something in the lines of limited "cheat death" where you reduce the damage taken by a large % upon entering a critical HP % threshold could work as it lines up with the whole "human persistence" theme.

Because RNG CC/CC resists are beyond stupid in PvP and not reliable in PvE either. Likewise giving humans a racial that's useless for non-casters isn't a bright idea.

I imagine it wouldn't stack additively like other buffs, so it would be less. Humans would have a better active than orcs, worse active than undead, worse passive than orc, but better passive than undead.

Okay sure then change hardiness too. Why bring that up when people want to buff human racials? human perception is already good. Humans only need a passive caster racial for pvp. I suggested silence resist to mirror orc resist.
