Is there a list somewhere that includes custom items from Twow? For example lots of t2.5 have "decrease magical resistance" and how do I even factor that in?

Confusing title aside, I would assume the effect you've presented works kinda like armor pen, but for magic resistance? Then again I might be dumb and completely wrong here.

You can pretty much ignore magic penetration, useful for PvP but I cant think of any PvE fight where it would be worth gearing towards or even putting on a specific set on for.
I havent had any luck finding any BiS lists. The database is also pretty outdated in terms of features to easily browse through available gear.
