It is not hard to do with a mod. The issue is that the option is either hair on/off. You cannot choose what hairs that should show through. If the hat doesn't work for all hairstyles you will run into wierd things like pony tails poking out or what have you.

Also, unrelated to above. This would require you manipulate .dbc files, which overrite the previous ones. In shot this means that the mod must be updated each time there is a new game patch. Essentially you need someone to maintain the mod throught gamechanges.
