I've been using it for a while now too, it makes the game somewhat more immersive.

What does it do?

Makes NPC dialogues/quests look "nicer" with in-window animated characters models, and also breaks up quest text to feel more like a "conversation." If you've ever played Guild Wars 2, it works almost exactly the same there.

I like it, but some folk hate how tedious it can make a small number of things, like talking to town guards.
