Pyroclasm (not proccing from Hellfire)

I've noticed that Hellfire doesnt seem to proc the stun in any sense, i do believe this was previously a problem with conflagrate, anyone else experiencing something similar?

the % chance is not per hellfire tick but for the whole channeling duration

Its 26% for the whole duration. So for Hellfire its 26%/15ticks = 1,73% change per hit, bigger chance for Rain of fire since it has fewer ticks.
