Can someone tell me where to get the receipts?

Blue Dragonscale Boots
Blue Dragonscale Breastplate

Edit: Found this now https://www.wowhead.com/wotlk/item=1575 ... reastplate
for the breastplate. Is there a horde one, because the gnome wont talk to me?
