Some Talents not working properly

The Talent Magic Attunement shows an increase on the Dampen Magic tooltip, but in actual combat it doesn't make a difference at all. Also, Improved blizzard sometimes does not work, some mobs get 4-5 ticks of blizzard on them and they do not slow, and Im also having times where something is in the MIDDLE of my blizzard and they lose their slow. Anyone else noticed anything weird??

maybe some of them resistance that SLOW status?
