I'm not sure if the 1.12.1 infrastructure supports layering, so the easier approach definitely would be a separate server.

I would definitely love to see this put in place, if at all possible to implement. The Phoenix server (I'm not going to name it directly, figure it out), running a modified 3.3.5a client, has a system where you can become a criminal and attack players of your own faction at the cost of becoming unfriendly with your faction's cities. So the only way to circumvent that is to go to neutral towns such as Ratchet, Booty Bay and Winterspring.

Don't get me wrong, I love PvP and most of my characters are warmode, but on certain classes, I prefer to keep PvP off (I have no idea how to pvp as a healer and I'll just get my head caved in). I understand why some players prefer to keep PvP off, and if you ask me, yeah, server should be split into RPPvE and PvP realms. Have an additional HC realm. Have additional realm for Chinese PvE/PvP and HC, and if it grows enough, have it split into three separate realms.

Splitting hc off from regular relams also creates a unnecessary split. Plenty of people enjoy HC lvling for the extra spice it provides but then go into NHC guilds for NHC raiding. While others embrace the true hardcore experience and stay 59 or use the new inferno mode.

Not sure whats the best couse of action, but just a separate server might force HC players into a decision they might not like to make. And actually even tho you can't interact with them, having people always leveling makes the server feel more alive than most classic servers where content is only happening at 60

Nothing makes me feel alive like camping a quest mob with 30 other people waiting in line playing a game of Tag-It of who gets it first. Leveling profession with absolutely no nodes around because they all get camped. Spending ten times more time on a simple quest because the entire area has been cleared. Not being able to interact with 90% of the server. You're a joke.
