My druid is level 28, but I would like to restart in HC Mode. However, I spent few token (200) for the dual spec.
What happens if I delete the druid myself to restart in Hardcore ? will I loose the token/dual spec ?

Why do you want to delete it? Just make a new character?

I think you can open an in-game ticket and get your tokens returned and whatever you purchased with them removed from your account/character.

On your action bar you have a little section for Character Info, Spellbook, Talents, Quest Log, etc. You're looking for a tab called "Help Request" with the icon of a red question mark. Click "Issues that a GM can assist with" and choose "Item".
This opens a ticket form where you can describe your problem and ask for assistance. GMs will get back to you once you subtim the ticket.
If you have any UI replacement addons, you might have certain sections of your action bar hidden. In that case you have to navigate the settings of your addon and make them visible again.

When hardcore character die all tokens are refunded.
