I need help finding an item! (custom)

Hey, so i saw this dude an lvl 20-ish mage in Goldshire and he was wearing a red Defias mask, i managed to inspect him and it was a greentext Cloth headpiece called ''Tattered Defias Mask'' with decent stats!
Does anyone know where i could get it? Is it a questline reward? A drop?

Any help or wisdom is welcome! :D
