As baseline or talent making lightning shield deal increased threat. This would help with threat at the start of a pull with several mobs and a slight buff to maintaining AOE threat.

Bare in mind lightning shield got 3 stacks and costs a decent amount of mana so it would not be something that would be spammable.

A talent at the 20 or 25 talent row in the enhancement tree that increase spell hit by 6%, a shaman needs to hit his spells for threat.

A defensive cooldown talent ability or baseline ability.
A earth-themed spell. Either a & damage taken decrease like take 30% less damage for 15 seconds.
Or a shield that has a base absorption amount for every level but it also as scales of maximum HP. So it would scale at 60 as your gear improves.
Like rank 1 lvl 40 - Absorb 1000 damage, increased by 35% of maximum HP.
