Devouring Plague and Fear Ward should be made baseline. Certain broken racials like WotF should be changed. Otherwise, by not being a Horde and undead, you simply put yourself at a significant disadvantage, unless all you want to do with your priest is to be a heal bot in raids.

Since you're talking strictly about PvP, the answer is simple.
You go alliance to avoid having to deal with paladins.

Same problem with warlock, why would you want to be allaince warlock when wotf exists and no crossfaction

Try to play Horde then and deal with Paladins after all the Turtle changes. Also why be an Alliance Priest? Maybe because one of them (High Elf) gets a mini Bloodlust which an Enhancer has to fully specc into.

Nerfing the Horde in ANY shape at this point would be kicking the guy that is already on the ground. Alliance is heavily dominating due to the overbuffed Paladins so until that gets addressed there should be no balance changes for the Horde -at all-
