Is there any lore reason for forest tolls being playalbe now?

Revantusks are closer to the Horde in Turtle Wow lore.

Ok, but is there an actual reason for that? Like, what happened differently that lead to them having closer ties to the horde? Or is it more of a "they just are" kinda thing?
