Unable to form guilds*

If you have in your inventory a completed charter with all nine signatures, and you bring it to a guild master, it won't work *UNLESS the charter is in your BACKPACK, rather than any of your other bags. This took me a bit to figure out.

this bug is 13 years old must be hard to fix
