Alternative way to obtain world boss items

Some of the world boss Item are BIS even in the AQ40/Naxx tier raid. and they are locked out /gatekept by 1-2 guilds (3% of the population). Using world boss to add custom items is no longer viable( we are not a sub-500 population server anymore). alternative world boss drops need to be able to obtain in a "plan ahead" ways ( craft, quest, raid trash drops, raid boss drop in existing raids, or an instance with long lockdown that pugs and guide raid -not only the top 3% guild can access to). item doesn't have to be 100% in power/stats. but it should be at least 97-92% of the original items. The 2-3k population has a dramatic impact on the server environment. it is almost 2023 people can't just play 24/7 and also be lucky enough to be in the top 1-2 guilds. Donations also come from someone'spaychecks (which they are at work and unable to be on 24/7).

I"ve actually thought about ways they could do something like this, but the problem is that if you make the world boss loot too accessible then it takes away from the appeal of acquiring many of the drops from 20 man raids and even MC, which I don't think is healthy for the server's community.

However, encouraging group play is a major factor on this server when it comes to many of the custom features that have been implemented, so I came up with an idea for a "World Token" gear system:

-Each area in the game which hosts a world boss spawn (i.e. emerald dragon portals, kazzak's area, azuregos' area, kara, nerubian tunnels, uldum, etc.) would receive a small collection of extremely strong elites that are always up, regardless of boss timer, and are scaled to the difficulty of a lvl 60 dungeon final boss, like baron rivendare, balnazzar, gandling, etc. but scaled up in difficulty based on the difficulty of the world boss itself.
-There would be about 5 or 6 of these spawns scattered around the area, each of which is on a 30 min respawn. Defeating the elite "miniboss" would earn a drop of a small amount of gold, a blue item from a collection of 5 man dungeon gear, and a green BoP item called a "World Token" that would have to be rolled on by the participants. There would be "World Token: Azuregos" and "World Token: Kazzak" etc. that you would farm from the specific areas' elites.
-There would be a vendor NPC stationed near each of the world boss spawn areas that would exchange the items from the world boss loot table for the respective World Tokens, typically at a rate of 100 for an armor item, 200 for a weapon or trinket item. This would allow groups to farm out the items, albeit painstakingly slowly, from the world boss loot table without having to be in the guild that keeps the boss spawn timer a secret from the rest of the server and kills it instantly on respawn.
-You could also potentially give the elites themselves a 1/10,000 chance to drop a random item directly from the world boss loot table, but that would be optional and subject to heavy tuning and drop chance adjustments per item, if at all.

It's a rough idea and probably could use some tweaking/balancing/polish but I feel like a system similar to this would encourage more group gameplay and not make most of the server feel like they're being locked out of participating in the full range of content that's available in the open world, while also giving a nice "healthy" grind to those who claim that they have "nothing to do."

*edit* Ah, forgot to add another potential option: similarly to the above-mentioned "inferior version" loot, the NPC vendors could sell "Inferior" items (or w/e adjective you want to use to describe 'inferior') that has around 75% of the original item stats, but could be combined with an item that drops en mass (1 per person automatically looted from the boss kill, no need for ML) from the actual world boss in order to upgrade the item to the full version. Most likely the inferior item itself would have a On-Use spell attached that requires the "upgrade crest" or w/e you want to call it, and after a small cast bar the full-fledged boss drop item would be created.

I would say just make a portal at the "entrance" to the world bosses so people can have an extra Onyxia style encounter for each one.
Randomise the green dragons so you get one a week and up the dropped items to be on par with Ony. It'd accelerate gearing up and stop a monopoly on items such as the druid mace, which is basically a one off outside Naxx etc.
Otherwise don't do it. There's enough gear in raids from ZG - AQ40 that can be acquired by relatively new guilds to reach Naxx requirements in relatively short order.
