Is it possible to shift raid reset times back an hour for American raiding guilds?

Would it be possible to push raid reset times back an hour to give American guilds breathing room?

Several American guilds are raiding between the hours of 9pm and Midnight EST. Due to Daylight Savings Time, our raid instances are resetting at 11pm EST and we're losing an hour of normal raiding. We've struggled to adapt to it so far, changing schedules around to make up for it might be too cumbersome. I would think shifting it an hour wouldn't affect people in Europe much. So yeah, is it possible? And if so, what can I do to help move it along?

it could even be moved more, from 11pm EST to 2am EST. that's 7am UDT and neither NA nor EU nor RU are raiding at this time on a wednesday morning. This might not be great for AU but idk if we even have a raid team of them yet.

yeah there are more and more NA players/international players. as turtle wow grows, Dev might need to be more considered. the same thing for world bosses, there are close to impossible for certain timezone of player to do them(a special instance, or randomized with faster spwan timer would be 2nd best option). too many piece of gear can't even get replaced in Naxx/AQ
