AV being faster to level in than normal Outdoor content was kinda busted and needed a nerf.
But I find it a bit sad that the XP rates were completely gutted (from 700 XP base to 100 XP base per elite mob) , because for a single day, AV mines were turned into a mini-dungeon and was thriving with low levels who essentially grouped up to clear the hard-hitting elite mobs.
And you weren't just a useless burden for the people playing to win, because you'd get tons of Armor Scraps to hand in for the map-wide buff and to upgrade your backbone NPCs for defense (who already hit pretty hard).
But because XP rate was basically completely nuked, we are back to mines being completely empty and non-existant again, which is kind of sad considering restored-AV added engagement for all players, but this is an instant step back.
Instead of giving mobs insanely high XP values, maybe add
reasonable XP to the repeatable quests, so low level characters have an incentive to do those otherwise useless quest (seriously, most of them just give you 1 AV rep as reward, because the main "benefit" is the BG effect such as spawning elite units, which never happens, because no one does the quest so it's a vicious cycle).
This would also indirectly balance out the flaw of shared mob XP where a guy solo-clearing gets a ton of XP, but the moment other people show up (including 60s), the XP gets shared and you barely receive anything anymore.
By tying the XP to a quest instead of mobs directly, you're heavily promoting the AV features and also giving people a very good incentive to do those quests which benefits the entire team.
