Improved Primal Aspects lifeleech: is it actually working?

My testing of Aspect of the Wolf's lifeleech says is no it's not, but mistakes get made. Can anyone corroborate?

still doing the suggestions they give to delete the WDB folder and deactivate the addons

I removed WDB files and deactivated all addons.

There is no lifeleech on Aspect of the Wolf.

Did anyone send a bug about this to the devs?

I find it works, but two details are that 1) it doesn't appear in combat logs as healing and b) it's a tiny amount. It's two or three points on a ~150 hit for example. It's easy to miss.

The lack of recent updates on the Turtle WoW forum or other sources about this specific talent implies that the problem may persist or that it’s considered a low-priority issue by developers.
