i know there are a lot of amateur math errors in your changes, i can accept most but grace of the sunwell is just embarrassing. you pay 75 mana for literally nothing. 10% more cast speed for 15 seconds = 1.5 seconds saved. yea great, but it triggers a 1.5 sec gcd! i know i can cast this spell on other people but even in that scenario it would always be better to cast some other ability. its just pure trash. im not paying 1.5 seconds so someone else can save 1.5 seconds, thats not happening.
LOL haste is multiplicitive, the more haste you have the more haste you get from each other instance of haste. For example if you cast that on my rogue I am gaining around 13% attack speed when I am using all my abilties and cooldowns. It doesn't save me 1.5 seconds, it gives me a shit load of attack speed. Its a crazy powerful buff for a DPS. If you have 0 haste and have to stop your own dps to cast this it may not be worth it, but that is a pretty unlikely scenario as A, you can cast this just before pull so the GCD loss doesn't exist, and B discipline has haste effects built into the kit.
As a healer, your GCD is mostly irrelevant, only when a fight is incredibly healing intensive with no breaks does this become restrictive, and again just cast it pre-pull then. If you are worried about aggro, cast it pre-pull on the tank, giving him more threat.
In any other circumstance, you should be using it to make your best DPS players pop off. It would be nice if they removed the GCD sure, but your write up about the ability is ignorant.
