PvP mode is turned on

I noticed that when approaching Orgrimmar or another Horde city, the PvP mode is turned on and cannot be turned off. I play with the hardcore mode turned on, I did not turn on the warmod. The same thing happens in Hillsbrad Foothills, when I entered this zone, the PvP flag turned on and does not turn off. Why does the PvP mode turn on itself?
