Counterattack's high tendency to fail to be used

Unlike Overpower, which can be smoothly pushed down and casted as it is described, using Counterattack, even though it is properly pushed and timed, most probably triggers "the skill is unavlailable" or something like that in the middle of the screen. That is annoying.

Last night, I tanked in a Windsor rescue run and confirmed the feeling in my experience of using this skill. It may generate some threat when it is successfully casted, but its low damage and efficiency could make it fail to meet players' expectation.

For being a tank, I am considering a respec with Counterattack replaced by some more effective choices.
Two of my concerns.
1. Making draeneis relatives of eredars was Blizzard's overexploitation to the lore.
2. It can't be more explicit that Illidan, as an archetypal villain, dies in The Frozen Throne.

I think that problem here in "if your target dodged, then you can owerpower just that target".
same for counterattack. "if you parried that target, then you can counterattack just that target" and it is annoying.
Iirc, Revenge doesn't work like that. If you block/dodge/parry, then you can Revenge any target. (I don't have time to check it, so please correct me if I am wrong here).
