Artisan Blacksmithing Trainer

I have been stuck at 225 blacksmithing. Everything I have read says to speak with an "Artisan Blacksmith" in the relevant major city or the one in BB in STV. I have checked all of them and none are allowing me to learn artisan blacksmithing to get to 300.

Am I missing something here?

I believe you need to speak with a Master Blacksmith.

According to the db, there's one in booty bay.

I have already been to Brikk and the option to learn artisan is not there at 225 blacksmithing.
