mages should get a talent, probably in the arcane tree, to improve the arcane brilliance buff. Priests can improve stam buff, druids can improve mark, warriors can improve shout, pallies can improve blessings, shamans can improve totems, why no mage love?
You could even put it further into the arcane tree to make it more enticing to roll arcane. Maybe make improved counterspell a baseline talent and put an improve arcane brilliance there.

You're not really buffing anything here if we're removing something to replace it with something else. Improved counter spell sounds like a great talent. Why make it baseline? It sounds like something arcane would do, so... Maybe we could just add an arcane brilliance buff to an existing talent?
