Windfury proc

Hi, I wanted to know if windfury was a flat 20% chance on every hit or if it was a proc per minute here. Anyone knows?
Also, are the 2 proc attacks able to proc judgement of wisdom?

windfury weapon and totem are both 20% chance on hit. And yes, they are auto attacks so they activate judgements.

There is no internal CD on wisdom.
