Is spell lock bugged ?

Iam using spell lock at mage and instantly trying to fear
And every mage manages to counter spell me in my fear because Spell Lock silience never lasts 3 seconds as tooltip says, it looks like 1 second duration max.

Is this spell bugged ?

Why did you post this ?

Lock's spell Lock does not last 3 seconds as it should fading of target within 1 second maximum, thats a bug
Thats why you can not spelllock>fear a mage without being counterspelled during fear's cast
